Chief Financial Officer Blaise Ingoglia Announces Arrest of Insurance Agent for Fraud

TALLAHASSEE, Fla -- Today, Chief Financial Officer Blaise Ingoglia announced the arrest of Omar Hibbert, a licensed health insurance agent, as the Department of Financial Services Criminal Investigations Division, led by the CFO, continues its aggressive enforcement against fraud and corruption.
Chief Financial Officer Blaise Ingoglia said, “My office is serious about ensuring that the rule of law is upheld. My office is serious about protecting Floridians. My office is serious about holding anyone who commits fraud, accountable. To anyone engaging in this type of behavior, assisting in it, or attempting to hide it, our investigators are actively working to put you behind bars.”
Omar Hibbert was arrested in Miami-Dade County on February 9th, 2026, and charged with identity theft, organized schemes to defraud, and insurance fraud. Hibbert is accused of acquiring clients and collecting commissions totaling $323,505 on over 100 policies fraudulently created using another insurance agent’s personal information.
Hibbert’s is just one of the many arrests made recently as the office of the Chief Financial Officer continues its crackdown on fraud. On Tuesday, CFO Ingoglia announced the arrest of six individuals, including former state employees, for charges including fraud and grand theft.
