Contractor faces more home improvement fraud accusations in York County
YORK COUNTY, Pa. (WHP) — A contractor is facing new charges for home improvement fraud after being accused of accepting a deposit for a project and never starting the work.
Merrill “Bud” Miller, 65, was the subject of a previous CBS 21 Investigates report following similar accusations in York, Lancaster and Dauphin counties.
Miller, the owner of Veteran Deck Builders, reportedly entered a contract with a couple in May and accepted an $8,500 deposit to complete a new deck.
Miller reportedly met with a couple in York County multiple times to discuss the project.
From May 1 to July 29, no work began on the deck, and Miller missed several deadlines for permits and Homeowners Association proposals, according to officials.
Initially, Miller was responsive to the couple's text messages asking for updates, but over time completely stopped responding.
The homeowners made a complaint to York County Regional Police, who began investigating the issue.
In February, the Pennsylvania Attorney General's office asked the court to ban Miller from owning a home improvement business and to revoke his contractor registration license.
Miller was reportedly facing similar charges in Dauphin County through another contracting company he owns called HFDH, LLC.
Shortly after, Miller entered into an Assurance of Voluntary Compliance (AVC), allowing him to keep his license as long as he complied with laws and paid the money he owed from prior reportedly unfinished projects.
